If it will not go under 100 KB
- Tick grayscale. Certificates and ID cards rarely need colour and this saves a lot.
- Upload only the pages the form needs. Use Remove PDF Pages or Split PDF first.
- Rescan at 150 to 200 dpi instead of 300 or 600 dpi, in grayscale.
- Crop away blank borders around the document before making the PDF.

If you are starting from phone photos of a certificate, it is easier to hit 100 KB when the photo is cropped tight to the page and taken in good light.
