A common limit for certificates and ID proofs

Double-check the rules
Size limits vary between organisations and years, and some forms set both a minimum and a maximum or want the size in a narrow range. Combining and compressing
If a form wants all your certificates in one PDF under 200 KB, merge first and compress last. Compressing each file and then merging gives a bigger result than merging and compressing once, because shared fonts and structure are only stored once in the merged file. If the merged file cannot reach 200 KB, keep only the pages the form actually asks for.
